The dark timber structure is austere compared to the rest of Vinsklar – all clean lines, right angles, and flat planed surfaces. The scales of Rhetios are wrought in platinum above the entrance. Inside, the noise and bustle of the city falls away to silence. Merchants, traders, and financiers wait nervously in the galleries. In private chambers, the Arbiters of Rhetios review contracts, manifests, ledgers, and affidavits with an exacting eye. Every ruling they issue is final, accompanied with a single, solemn toll of a bell. Judgements involving sufficiently high amounts of capital or debt are posted on the building's outer wall for the public to see. The Hall also serves as a massive archive of commercial records. Entire floors are dedicated to sealed contracts and transaction histories dating back to the Founding. There are even extensive pre-Riving commercial records based on surviving ledgers, though such archives are patchy.
